Ellicott Proposes Fairmont Creamery Makeover

Redevelopment plans for a Scott Street building are becoming clearer. Ellicott Development is moving forward with plans to put a mix of uses into the Fairmont Creamery at 199 Scott Street. The eight-story building occupies a prominent site along the I-190 in the Cobblestone District. Ellicott Development has owned the 120,000 sq.ft. property since 2001 and is one of the larger completely vacant buildings downtown.

A fire damaged the structure in June 1996 and its upper-floor windows remained open to the elements. The building’s condition has generated heavy criticism over the years. Ellicott Development has always said the building’s reuse would be market-driven. The developer has looked at a number of reuse scenarios for the property and has decided the timing is right to convert the building into a mixed-use complex.

Plans prepared by AP Architects call for a restaurant, banquet room and offices for the building’s lower floors topped by 20 market rate apartments offering views of downtown, the inner harbor and Cobblestone District.

Work on the building is expected in late June and interior redevelopment will be done in phases. At least half of the building will be ready for occupancy by January 31, 2014 including all of the façade work, new windows and base building improvements. Half of the floors may still be undeveloped at that time. Build-out will be based on demand.

The developer has been busy of late in the core of the city. Ellicott Development is undertaking the complex renovation of the Graystone Hotel. Units in that building are expected to be ready for occupancy this summer. Recently completed and proposed projects include Waterfront Place, The Antonio on Pearl Street, conversion of a former church at 14 North Street, a mixed-use renovation project on Symphony Circle, a planned development in Waterfront Village, and new units at both The Belesario on Main Street and The Bellasara at Delaware and Allen Street.
